Summary

The dossier proposes the establishment of an EU Mechanism on Democracy, the Rule of Law and Fundamental Rights. Amendments debate the deterioration of these values in Member States, the design of an objective, evidence-based Annual Monitoring Cycle governed by transparency and impartiality, the role of a panel of independent experts and a joint interinstitutional body, and references to Treaty provisions on mutual sincere cooperation, subsidiarity and conferral.
