Summary

This dossier is the annual report on the implementation of the common security and defence policy for 2018. The amendments variously welcome, note or reject the Commission's proposal for a European Defence Fund, debate Permanent Structured Cooperation and its relation to NATO, and describe the deterioration of the Union's strategic environment, citing armed conflicts, jihadist terrorism, cyber attacks, Russia, hybrid threats and migration.
