Summary

The dossier concerns the 2017 discharge for the EU general budget, section European Council and Council. The amendments postpone granting the Secretary-General of the Council discharge and add observations on the rise in the European Council and Council budget, the Europa building, the Council's non-participation in the Transparency Register, its failure to answer Parliament's written questions, Parliament's role as sole discharge authority, and separating the two budgets.
