Amendments describe it as a shared commitment among Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine and the EU to international law and fundamental values, debate its shift toward stabilisation versus reform, raise concerns over alleged bribery originating in Azerbaijan, and call for matching resources to Association Agreement commitments.
