Summary
This is the annual report on implementation of the common security and defence policy. The amendments discuss the rules-based international order and liberal democracies, Member State competence over defence and subsidiarity, terrorist and criminal organisations, Russia's war against Ukraine and annexation of Crimea, hybrid threats and cyberterrorism, the Sahel, CFSP/CSDP missions, NATO cooperation, and instruments such as the European Defence Fund and Permanent Structured Cooperation.
