Summary
Own-initiative report on implementation of the Professional Qualifications Directive (2005/36/EC) as regards regulation and the need for reform in professional services. The amendments address services' share of GDP and employment, Member States' competence to regulate professions in the absence of harmonisation in a transparent, non-discriminatory, justified and proportionate manner, over-regulation and protectionist barriers, the transparency and mutual evaluation exercise, national action plans, and the proportionality test.
