Negotiations on the EU-Azerbaijan Comprehensive Agreement. Recommendations to the Council, the Commission and the EEAS

The dossier sets recommendations to the Council, Commission and EEAS on negotiating the EU-Azerbaijan Comprehensive Agreement. The amendments invoke UN Security Council resolutions, the Eastern Partnership and European Neighbourhood Policy, and address the agreement replacing the 1999 Partnership and Cooperation Agreement, trade and energy cooperation, the Nagorno-Karabakh conflict, human rights and rule-of-law concerns including the Ilgar Mammadov case, civil society and anti-corruption, and Azerbaijan's WTO accession.
