Summary
Codecision dossier revising the energy performance of buildings framework. Amendments target a decarbonised, nearly zero-energy building stock by 2050 with intermediary milestones, tie the recitals to greenhouse-gas reduction, renewable energy and energy-savings targets, the Energy Union and the Paris Agreement, address energy poverty and renovation rates, and emphasise financing instruments, cohesion and structural funds, private and bank finance, and research under Horizon 2020.
