Report on the mobilisation of the Flexibility Instrument for immediate budgetary measures under the European agenda on migration. The amendments concern the financing of priorities under heading 3, the migration and refugee crisis, whether to mobilise the Flexibility Instrument for the proposed commitment appropriations, the flexibility of the Union budget under the MFF Regulation, and the unanimity requirement in the Council for changes to the Multiannual Financial Framework.
