Summary
This dossier prepares for the World Humanitarian Summit on challenges and opportunities for humanitarian assistance. The amendments revise recitals and calls on a rights-based approach, protection of civilians and humanitarian workers, the humanitarian principles, the role of women in crises, sexual and reproductive health, the right to education, water, sanitation and health, climate-linked crises, and separation of humanitarian from military action.
