Summary

An amending budget for 2015 relating to the European Fund for Strategic Investments (EFSI). The amendments concern the provisioning of a guarantee fund and a Union guarantee, redeployments from programmes such as CEF and Horizon 2020 and their effect on SMEs and joint undertakings, the use of the Global MFF margin, financial instruments to attract private finance, transparency, accountability and scrutiny, and concerns about supporting projects with questionable returns.
