Summary
This own-initiative report concerns the safe use of remotely piloted aircraft systems (RPAS/drones) in civil aviation. The amendments invoke the Charter of Fundamental Rights and data-protection rules, distinguish professional from recreational RPAS, note an 'operator-centric' risk-based approach, existing rules and licensed pilots in several Member States, integration into SESAR and Horizon 2020, the supply chain of SMEs and start-ups, privacy, insurance and electromagnetic-spectrum concerns.
