Summary

The dossier is a report on the impact of intrusion and surveillance systems on human rights in third countries. The amendments address misuse of technologies for censorship, surveillance, interception and tracking, dual-use information and communication technologies, export controls under the Wassenaar Arrangement, encryption, internet governance, the role of private actors, mass surveillance including by the US National Security Agency, and democratic and judicial oversight.
