Summary
A report on the implementation and application of the European Solidarity Fund. The amendments address the Fund as the instrument for responding to serious disasters within EU territory or accession countries, the long mobilisation procedures involving three European institutions, 'slowly unfolding' and regional disasters and the 10-week application deadline, advance payments, clarifying eligibility, and the impact of climate change and extreme weather such as floods, droughts and heat waves.
