Summary
This own-initiative recommendation concerns modalities for a possible European Endowment for Democracy. Amendments reference the European Neighbourhood Policy, the Foreign Affairs Council conclusions, the EIDHR and the 'Arab Spring', debate whether a new fund or revision of existing instruments is more effective, its possible overlap with the Council of Europe, budget neutrality, gender mainstreaming, national ownership, and flexible bottom-up support to parties, civil society, media and dissidents in partner countries.
