Summary
A legislative file establishing the Union Civil Protection Mechanism for 2014-2020. The amendments emphasise the non-military character of civil protection, define disaster, preparedness, prevention, response and modules, and address training networks, interoperable intervention modules under Member State command, the Emergency Response Centre, a voluntary European Emergency Response Capacity funded from the Union budget, the Solidarity Clause, and limited last-resort use of military capacities.
