Summary
This legislative dossier amends the rules on credit rating agencies governing integrity, transparency, responsibility, good governance and independence. Amendments build on Regulation (EC) No 1060/2009, address ratings of Member States' sovereign debt, overreliance on external ratings by financial institutions and supervisory bodies (EBA, EIOPA, ESMA, the ESRB and the ECB), competition among agencies, and define terms such as 'rating outlook'.
