Summary
An own-initiative report on migration flows arising from instability and the role of EU foreign policy. The amendments revise recitals identifying political and economic instability, war and armed conflict, human rights abuses, persecution of minorities, climate change and natural disasters as driving forces behind migration, particularly irregular migration, and reference UN and EU instruments on migration and asylum.
