Summary
An own-initiative report evaluating the management of H1N1 influenza in 2009-2010 in the EU. The amendments dispute the WHO criteria for defining a pandemic as based on the spread rather than the severity of the virus, criticise resulting alarmism and disproportionate public-health decisions, examine the costs of vaccine and antiviral purchases, and address the International Health Regulations and the EU's capacity to independently assess a virus.
