Summary
An own-initiative report on implementation of the European Consensus on Humanitarian Aid and the mid-term review of its action plan. Amendments address the humanitarian principles of humanity, neutrality, impartiality and independence, the increase in natural disasters and complex crises, protection of vulnerable groups and sexual violence, the blurring of military and humanitarian roles, the Civil Protection Mechanism, the European External Action Service and DG ECHO funding, and international humanitarian law.
