Summary
Own-initiative report on simplifying the implementation of the research framework programmes. Amendments welcome simplification of the seventh Framework Programme and call for legal certainty and reduced bureaucracy in audit and financial control, more trust-based and risk-tolerant funding, distinguishing fraud from errors, support for applicants, caution over flat-rate and lump-sum or result-based funding, and reform of the Financial Regulation.
