Guaranteeing independent impact assessments
This own-initiative report concerns guaranteeing independent impact assessments. The amendments call for external, independent quality control of impact assessments, debate reforming the Commission's Impact Assessment Board (its independence, membership and accountability to Parliament), require analysis of economic, social, environmental and health impacts and stakeholder consultation, and ex-ante and ex-post evaluation, while warning that impact assessments must not replace political decisions, delay legislation or impair the legislator's freedom to amend.
