This dossier is a report on the Commission communication on a community approach to the prevention of natural and man-made disasters. The amendments link disasters to climate change, ecosystems and land use, call for cooperation between local, regional, national and EU authorities, hazard and risk mapping, a financial instrument and possible adaptation fund, a European civil protection force, research and development, awareness campaigns and protection of infrastructure, forests and agricultural areas.
