External actions: financing instrument for the promotion of democracy and human rights worldwide
"External actions: financing instrument for the promotion of democracy and human rights worldwide" follows the ordinary legislative procedure, in which Parliament and the Council of the EU decide together to produce binding EU law. The Committee on Foreign Affairs handled it under fundamental freedoms, human rights and democracy in general. The tabled amendments modify Regulation (EC) No 1889/2006, inserting a recital requiring Commission actions to comply with international law and replacing provisions so that strategy papers are adopted by delegated act under Article 290 of the Treaty on the Functioning of the European Union. New articles set out how the delegation is exercised, allow the European Parliament or the Council to revoke it, and let either object to a delegated act within a two-month period, extendable by two months.
