Summary
An own-initiative report on implementation in the EU of the directive on minimum standards for the reception of asylum seekers, drawing on Committee on Civil Liberties visits in 2005-2008. The amendments note poor or absent transposition by Member States, intolerable detention conditions, the wide discretion left by the directive, priority for open reception centres over deprivation of liberty, the Commission's recast proposal, permanent visits and inspections, and greater solidarity and burden-sharing.
