Summary

An own-initiative report on the development cooperation instrument (DCI). The amendments address the DCI as an instrument devoted to Official Development Assistance and the Millennium Development Goals, the financing of non-ODA activities, the Commission's evaluation report and legislative proposals, Country Strategy Papers, decentralisation and the role of local authorities, NGOs and non-state actors, and aid for ACP countries under the Cotonou Agreement.
