Summary
This own-initiative report addresses profiling on the basis of ethnicity and race in counter-terrorism, law enforcement, immigration, customs and border control. Amendments propose legal restrictions and safeguards on the use of data on ethnicity, race, religion and nationality, a clear definition of profiling and data-mining, necessity and proportionality tests, data protection supervision, and roles for the Fundamental Rights Agency and the Article 29 Working Party.
