Summary
A regulation introducing new types of costs eligible for a contribution from the European Social Fund (ESF). The amendments cite the financial crisis as justifying simplifications to facilitate access to ESF-cofinanced grants, especially for new Member States, the non-application of certain public-procurement directives to projects co-financed at 45% or less, and a Commission report to Parliament and the Council by the end of 2011.
