Summary
This legislative dossier establishes rules on credit rating agencies. Amendments revise recitals on ratings used by investors, borrowers, issuers and governments, the location of agencies outside the Community, the use of third-country ratings through an endorsement or equivalence regime, and the agencies' failure to reflect worsening market conditions, with some treating sovereign debt rating as a public good and a possible European public rating agency.
