Summary
A proposal on charging heavy goods vehicles for infrastructure use through differentiated charging. The amendments address infrastructure and external-cost charges for traffic-based air and noise pollution, mark-ups in mountainous regions and conurbations, exemptions for vehicles meeting EURO emission standards, separate identification of costs on tolling statements, modal alternatives, and conditions on revenue use and peak-period congestion charging.
