The dossier concerns the recast Cosmetics Regulation on cosmetic products. The amendments revise provisions on product safety and risk-benefit reasoning, definitions (including 'cosmetic ingredient', 'manufacturer', 'distributor', 'traces', 'nanomaterial' and 'counterfeit cosmetic product'), the responsible person's obligations and product information file, safety-assessment qualifications, good manufacturing practice, prohibited substances at trace levels, labelling, and the treatment, evaluation and restriction of nanomaterials, including limits on animal testing and hair colorants.
