Summary
This own-initiative report concerns the stabilisation of Afghanistan and the challenges for the EU and the international community. The amendments characterise Afghanistan after decades of conflict as a 'failed state' with weak institutions, address civil reconstruction and military strategy, the spiral of violence, withdrawal of troops, state-building and democratic institutions, the role of NATO and ISAF and EUPOL Afghanistan, the secret detention programme, and the channelling of EU funding.
