Summary
The 'Telecoms Package' is a draft revision of the common regulatory framework for electronic communications networks and services, access, interconnection and authorisation. The amendments focus on how national regulatory authorities conduct market analysis, impose access obligations on operators with significant market power and promote investment in new infrastructures, and on radio spectrum management, end-users' rights to access content and applications, and bodies such as the ITU and CEPT.
