Amendments set out Member States' obligations as flag States under international conventions including SOLAS 74, application of the Flag State Code, independent auditing of administrations, inspection and survey of ships, issue of statutory certificates, a quality management system, recognised organisations, and a Commission report to the Parliament and Council.
